Does rain = cold for you?

I've noticed this a few times recently. Summer's over here, but temperatures are still well into the mid to late 20's (Celcius) and low 30's. Rain, hail or shine. It's been sunny all week and everyone's in the summer spirit. Come this morning it was raining (though still at least 25-27 degrees celcius) and there's clowns everywhere breaking out their winter gear - eg. jackets etc. Happened a few weeks ago too, as soon as there is a sign of rain.

 

Why do so many people immediately associate wet weather with being cold? It's still as warm as it was yesterday, it just looks shitty. Do you do this?

Up here in Wisconsin the temperature can be the same but the wet feel of the air can chill you through the bones, making a wet day feel way colder than a dry day of the same temp. Not sure if that happens where you are. Toss in a little breeze and brrr....

 

Now I notice if we get a little rain or snow most drivers turn into complete morons. We deal with this stuff all year every year and it is like a new thing to them.
