I follow you, which is how I was looking at it, but he retracted all his bids, but it is staying at my max bid. It never went back down to the last bid. Oh well. I'll pay that price. I just think it should be $6 less. Its just me. But then this guy who retracts bids has 0 feedback. Which is because he has 4 positives and 4 negatives.
Ok I'm done. I was tired and frustrated this morming.
Dont forget that when the guy outbids you he can clearly see what your highest bid is, and then retract and place new bid which is just barely under yours, so it will boost you up to your limit. This is common "trick" and seems you got fallen victim to a schemer - report him to eBay at once!

CD Maximum is huge Russian company that specializes in licensing western releases for Russian market. Their agreement is region based, so they can pay smaller fees and make the CDs cheaper for the local market. If you export CDs that state "not to be sold outside Russia" outside of designated region you obviously infringe the agreement and they became something people usually refer to "gray market" product, which technically should be considered illegal in my opinion. As a rule of thumb if the artist is nor Russian and the CD shows whatever cyrillic marks on it, the chance it is illegal outside Russia is very fair. Russian "licenses" are very shaddy, for instance almost all AGAT releases has cyrillic writings on them stating they are proper licenses, but in fact most of them are plain bootlegs - especially 2-on-1 releases.
eBay itself doesnt do anything - they have wirtten all their fine prints protecting themselves and enjoy having as many auctions as they can get. You have to have a special representative from the interested /copyholder/ party to monitor the auctions and request ternimation. That's why many sellers doesnt openly state what they sell and prefer to label their auctions plainly "rare imports" etc. - its hard to track and shut them down that way.
Good hint is to read sellers feedback first, or ask very straight before bidding. I HATE buying russian pressings and always ask very directly if I'm in a slightest doubt. If you dont hear from the seller - screw this auction!

I have read these posts about vegasmetal, and frankly I found them very disturbing. I have purchased CDs from this seller on ebay before, and have had nothing but good expierences each and every time. Now, I am not a rookie at music collecting, and have a very broad and large background in collecting. Yes guys he sells imports. I have seen tons of reissues come out over the years, and the looks and quality varies each and every time, depending on who is putting it out. I check vegasmetal's auctions all of the time, and i cant say I have ever found anything to be mis-leading or of false description.

Vegasmetal sells 90% Russian gray market and pure bootlegged stuff.
I say graymarket because most of those "rare imports" were licensed for sale in Russia and Pribaltic states ONLY and are instantly illegal when imported. It doesnt matter that they are "licensed" since their price is adjusted to the local market and you CAN NOT officially purchase them from the respective companies outside the designated region.
Anyway, I'm not even going to dicuss if they are legal or anything - I'll just point out that at this VERY moment vegasmetal has plenty of PURE BOOTS listed for sale. For instance ALL "megarare import" auctions for Holy Moses/Angel Dust/Stromwitch/Mandator/Maniac are russian boots on "Speed Attack Metal Series," which in fact are PURELY ILLEGAL pressings made to emulate the originals. Some of them even doesnt show the SAMS logo, like Stormwitch 2-on-1 CDs 84/85 and 86/87, Holy Moses, Vendetta 88, Tankard, etc, and some of them was made from numbered limited pressings which are still shown on the inserts (Assassin 2-on-1). Those "imports" wholesale for $1.50 - 2, go figure how legal they are for that price!
