I got the following e mail from our dear friends at PAYPAL:

So everyone....don't be an easy mark like ole Delbert......if you want to deal with this guy, make him send you a Western Union payment or just block him and forget him......

 

P.S. If you see me posting about this a third time, I will go to Las Vegas and lie down infront of the Retrospect Building and ask Sam to interupt his busy schedule and come out and beat me with a 2 X 4!!!

Hi Delbert,

 

I found it kind of wierd seeing you dealing with him again after that scam some time ago, sorry to know it happened again - i have been kind of lucky with him so far, but i gotta tell you i'm also always a bit afraid due to your experiences.

 

Did you ship registered ? does paypal give a s**t about that ?

Paulo.....Paypal does not care if you hand delivered it and obtained his signature in blood......if he files a chargeback, it makes no difference or if the charge is reported to be fraudulent it doesn't matter. Yes, I send to him with tracking, but these things do not matter except for a legit transaction when he claims he did not receive the item.

Did you ship to a confirmed PayPal address? Have him sign in person? PayPal is supposed to protect you in these situations, but.... I know for a fact that they probably won't. They are ALL FOR THE BUYER these days :hammer:

Yeah, well.... the loophole in all that is that if the buyer claims fraudulent use of their account, e.g., "My little brother bought it, not me" or if the credit card used to fund the account is claimed to have been used without authorization, this trumps ALL other seller protections.

 

Seller loses, regardless of how anything was shipped. To add further insult to injury, unlike nonreceipt or SNAD claims, which have a 45-day limit to file a claim, THERE IS NO TIME LIMIT TO DO A FRAUD CHARGEBACK. I know of a seller on a coin board I frequent that lost over $1K when the buyer claimed he never made the purchase over 9 months after the fact.

 

Be afraid. Be very afraid.

Delbert he tried that crap with me when he first got his Paypal account through whoever that is thanks to me knagging him to do so got tired of getting Western Union !! He bought a CD from me I sent registered like always did to him , I questioned the name on the Paypal account said not much really beat around the bush told me it was a friend but I called him out on it not really liking the situation but did the deal what else was I suppose to do say no!!! . I emailed him told him CD was on its way time passed kind of forgot about it then a email from Paypal saying he filed a dispute for not recieving the CD well he did not know that you have 45 days to file this well it was over it and from then on he was blocked from my auctions and never ever did business with him again . I checked with my registration number it was delivered 10 days after it was sent.....I told him exactly what I thought of him I could care less if he paid within minutes of the auctions end not worth the headache . He will be back under a new name maybe jackass would be a good user name ..His real name is not Jean or Leon either . A note to all sellers PAYPAL is not for the seller they are for the buyer I do not care if you send registered mail , EMS , Pony Express or what ever they do not care all they worry about is the buyer . Not sure why I had another person do this to me but she knew the Paypal rules and I got it but it was only for $40 bucks . It sucks these days on ebay you never know if they are going to screw you with the new rules ebay has it is so very easy for a buyer to get raked over the coals. If they have there money they do not care simple as that ...Sorry for the loss Delbert , make sure you file this with ebay they might do something !! Everyone just needs to block him from there auctions then he will figure why is this well duh !! :hammer:
